The Govt publishes its Bill to reform the broadcasting media. The proposals include a 5th TV channel, 3 national commercial radio stations, the sale of ITV franchises & the replacement of the IBA with a new Independent Television Commission. The Home Secretary will have power of veto on top Channel 4 appoint- ments. One effect is to allow satellite companies in theory to buy up major sporting events such as the Cup Final or Wimbledon.
